Performance drops after Earth rework

My i5-6200U, GT920M(2GB) 4GB DDR3 used to handle the game just fine. Everything on low/off and sometimes I tune up Texture memory/Particles to medium. (constantly getting 60fps)
After U21, I often experience massive lag spikes not just at Earth tileset, but the whole game.
Framerate in game varies between 20-60. Loading screen takes more time than before, and lag spikes here and there.
Open the star chart, freezes and takes 5 seconds to load. (2000+ ms)
Open Arsenel, freezes and takes 3 seconds to load.
Went to simulacrum, loading screen freezes for...wait for it...about 3 MINUTES before it finally unfreezes and take 3 more seconds to load into Simulacrum.
Start mission, lag spike. kill enemies, lag spike. Run around a corner, lag spike. Capture the target, lag spike. Go to extraction, lag spike.

I've optimize the download cache, no improvement.
