I agree with this notion.

 

However I would also opt for the easier and less powerful solution of 2-4 more extra mod slots, which in the end might be done due to it's simplicity to add.

 

I mean, Loki with a right build can have 1 second of invisibility equal 1 energy, in a ratio. Any more then that and I will be able to maintain Invis the entire game with a single energy siphon. But if I was given slots instead, I could put in fast deflection, Marathon, and other second rate mods nobody uses.

+1, I support a system like this.

 

I also had a similar idea, but it was more based around nightmare mode mods: a mod that would double one stat, but reduce another.

 

for instance: +80% magazine size, -50% reload time.
