Add special fish

I like fishing, but there's no surprises. You get a couple fish per area which can be modified by using bait. Here are a couple changes to maybe make fishing a little more interesting.

1) Bait fish are rare spawns without using their bait.

This would just introduce a little variety, it wouldn't amount to enough to preclude bait use when a bait fish is needed in quantity.

2) New "jumbo" rare fish spawns.

Every once in a while a very old/large individual will spawn. Jumbo fish are wily, they will easily flee (that's how they lived long enough to get that big). Having Hai-Luk cut the fish will reward random "loot", gems, ore, mods, weapon parts, etc. that the fish swallowed.

I honestly like this idea. It would make fishing a lot more interesting and tons more fun. I'd like to see how the spawn time works on the jumbo fish, it can't be too long and it can't be too often.
