Drakgoon charge mechanic tweak

Drakgoon is really fun weapon to use with an unique mechanic, but because not charging it reduces damage and increases spread it punishes player two fold. First damage is much lower - around 1/3 of charged - then spread of pellets makes it so only a few of them hit target so damage is reduced even further and even if you charge it, results still wont be comparable to tigris or hek because of its laughable crit and status chances.

My suggestion is to remove damage reduction to uncharged fire or just changing it from 1/3 to 1/2 while leaving spread as it is, it will allow this weapon to have more diverse playstyle as right now uncharged fire can only be used on low level enemies with random results for anything stronger.
