Verifying Cache?

I was wondering if I could get instructions on how to get to the settings to verify the download cache. My the 60 fps i got has since dropped to a mere 25 due to the update.

• Double click the warframe icon on your desktop
• After the launcher says "Warframe up to date!" click the cog icon in the upper left
• Click the verify button and wait for it to finish. This will probably take a good while
• After is finishes, it's almost imperative to click the cog icon again and click "optimise", to improve loading times sometimes even dramatically
