The complete team needs the leave the waiting hall, if they dont the game wont register them waiting there and will tell you waiting for players. even if there are 4 people from your squad waiting at the door. So, for starting a new mission the full squad needs to walk to Konzu and needs to re-enter the hall together, If 1 person doesnt leave the hall, the game wont read him as ready.
