Please take a look at the power cell despawn timer in solo excavation.

During solo excavation missions since the change of allowing the excavators from spawning in the same area there has been a massive problem in too many power cells in the beginning of the mission. Then if you haven't trekked to almost the other side of the map they take a while to despawn which once you hit a certain threshold it stops the powercell carriers from spawning. Afterwards it could take almost 3-10 minutes to get the carriers to spawn back. This brings this mission to a sudden and frustrating halt. So please see if there is a much better way to fix the problem than relying on timers and thresholds to fix the issue.

If that isn't doable how about treating the power cells like the energy orbs that despawn after a certain amount are on the screen. I guess 4-8 on screen depending on the number of people in the squad. That way powercell carriers will continue to spawn. 

On a related side note please allow the infested carrier to teleport within 10-15 meters of the activated excavator to minimize waiting for them to get to the player or worse get stuck on geometry (heir on ventilation pathway).
