Cannot select none in Arsenal

I was leveling weapons fine and dandy but after I did the mission I use first leveling this last time, I can no longer select none in the arsenal on Primary, Secondary, nor Melee. I restarted my console and I was once again able to select none. I did the next weapon. After the mission was over I once again was not able to select none. From what I can tell, I'll have to restart my console after every mission just to switch from one weapon to another. Please help!
