[Slow cursor, slow everything!]

So hi

I have always had lags but this time it's bigger
Especially since my PC was just redone with new stuff and everything

When I move my cursor to one side..it takes it several seconds to follow..
It's the same with the character movement.

I've always kept my settings at the lowest to improve my performance.
Today I did it again and it helped..but by very little.

Specs:

Intel Core i5-2500 CPU @ 3.30GHz 3.30 GHz

RAM: 8 GB

Video Card: AMD Radeon HD 5450

4 cores/logical processors
