EDIT: oh if the flight speed bug is still up, the roll you're looking for won't even be fair at 20k, It'll be 30-40k IMO
30-40k would be your asking price for it, but I dont think anyone will pay that much (I didn't saw any riven over 10k since months)
And we have to keep in mind that fact: DE can fix it tomorrow; 40k into a mod that can be ruined within a hotfix is really really really risky :D

At a certain point yes it red crit without slide attacks, maiming strike is ALWAYS flat addition to the %CC of the weapon ! Also Blood rush allow us to play non-crit build weapon with crit mods.
Also check the Blood Rush mechanism, that will be explained better than me :P
