It seems that, on a rare occasion, the fissure will not spawn. 

My squad encountered this on Cypress (Pluto) Sabatoge, T4 Axi Fissure. Yes, we were in the fissure mission. We searched the entirety of the tileset, and found jack.

Someone, explain to me in great detail, how this is possible. 

You only get enough capsules to get you to 20 seconds. You run out of time after that. Enemies are too difficult to kill to actually get PLS, and that's only a chance of spawning. 

So, explain.

Even after they lowered it to 6 minutes, it's STILL impossible. 

[Let me tell you the story of Blitzel, the Moa Specter.]

Blitzel was not born. Rather, he was molded, created, crafted, if you will, by the Tenno. 

His Tenno creator cherished him, bringing him along for missions, and generally taking great care of him. 

Blitzel had a zest for life, stopping to smell the roses, even though his head was a laser gun. He pet the Kubrow in the Liset often, and wished one day to own a Kavat of his own, domesticated and everything. 

On day, his owner brought him into a Tower Three Defense Mission. Blitzel was deployed, and did his job. He attacked with vigor. 

A bombard unit knocked down his owner, and her Warframe was low on health. Blitzel jumped in front of the next barrage, sacrificing his life for his owner. His last dying wish was to be remembered as he was. 

The owner planned to purchase a noggle in his memory, but to her dismay, there was no Moa noggle. Now Blitzels owner is sad, for she cannot remember Blitzel in the way he wanted. 

tl;dr add moa noggles for Blitzel. He must be remembered
