What if their was a better tax cap to allow more people than the wealthy to enter

I mean not the whole thing but certain area of the plains have areas carved out for clans to conquer.Clans need a purpose for other than housing blueprints, ever since dark sector closed, clans don't really need to go above ghost. So with the plains being open world we could even see the territories conquered in real time.Conquering these areas could give you access to a faster way of getting resources to build the new weapons. Thoughts in this idea?

The purple mods [riven mods] can be re-rolled by farming "kuva" which is a resource acquired by doing kuva siphons/floods these missions can only be accessed by completed 'war within', they spawn around the planets the kuva fortress is around  the point of re-rolling riven mods is to hope to get a better stats on the mods [Multi shot,damage,status etc.].
