So long as you have the stasis chambers and Power Cores(?). Also I don't think they lose health and or loyalty over time while being in stasis. 
If you're planning to switch Kubrows, you need to send the current active Kubrow into stasis first, then you take another Kubrow out of stasis. Stasis recovery takes up 3 hours.

Factoring DPS, methinks the AkBolto and the Boltor P goes well hand in hand. I would think the Boltos as a rapid firing machine gun with lower damage output compared to the Latron acting as a slower firing, higher caliber sniper rifle. 

 

Factoring accuracy, if you can group shots together without missing, in my humble opinion the Boltor definitely trumps the Latron. 

 

*Out of the 3 sidearms, I would prefer that AkBolto.
