AFAIK there was a discussion about this, where the developers made a thought about adding custom passives to other frames, too.
It will just "take some while", which could take, tbh, very very long ...
Frames are based on science not fantasy, you cant just wish for sudden change. they might tweak a thing or two but adding something new to certain frames isnt bad it might help them overall. but it aint happening anytime soon. might take 2-3years or so.

you have rejuv for slow health regen for shield, there are mods plus mag having passive abilities isnt bad but not worth much cause anyone would hard even care, ember is not end game frame. based on abilities shes good against infested or light armor in void shes not much good. volt has passive his shield blocks incoming fire and does extra eletric dmg if shot from within shield, valkyre buffs herself and debuffs speed of enemies around her to certain limit. every warframe has its passive and flaws just live with it.

well there should be a Fatality or Brutality sort system such as filling the bar will help u execute any level enemy such a heavy machine gunner or bomber or even kril dealing alot dmg in few seconds of amazing animation such as in mortal kombat when u deal brutality in middle of match breaking bones shattering skulls like that execute various moves through it such as we the stealth kill but little more intense way and easy since now stun can also help execute stealth attack why not have a bar that fills up with each meele swing the more u use meele in mission the more bar is getting filled and there should be 3 stages first will be simple execution inflicting little dmg but lethal to lvl 35-45 then 2nd finisher dealing more dmg and the final one when will be breaking point where u can execute a boss who's on 40% on health.

forma orthos prime or sero or galatine any damn meele give it 4 forma, i got 4 forma on my orthos and still have enough for 2 more mods... come on meele needs more high dmg mods ;-; im tired with dumb 120% it doesnt even do favorable dmg end game i have survived for 50mins in T4 S and over 70waves in T4D with only meele. yes things dont turn out the way most primary or secondry do, Atm even with meele channel and meele 2.0, Meele is still concider as weak to me i just do it cause the animation is so beautiful. its not like u can do alot of moves with primary or secondry, they need to add more favorable mods for meeles like more slide dmg or jump and slam dmg aka jet kitty's jump slam its so op...

Yes the meeles arent so buffed with dmg but hey they can swipe out hordes of enemies infront of u and u can run off doing supercool animation
Compared to guns, meeles are weak on front lines but in close combat first meele strike is the last strike u need since u dont need to aim much just swing it and watch either enemy or player die.
over 40k kills with orthos itself when i was newb and meele 2.0 wasnt even expressed.
