It would... for some of us who can actually render that, majority of other people playing warframe with intel HD graphics and 32bit OS on their laptops wouldn't see the difference, or just complain about the crappy performance.
Which is why practically every pc game in existence has video settings you can change.

Damage on exploding loots is crap, you may as well just shoot the enemies from ogris with mirage clones+damage buff.

Balance is important in any and every game.
Without balance a game will be to hard and/or to easy. without balance there is no diversity, without balance there is no real reason to play a game.
Take any game that you like to play, chess, solitaire, hide and seek, minesweeper, poker or a video game and bend the rules in such a way that you always have a big advantage and are practically guaranteed to win every game. Lets say in chess the white pawns can move around the board any way you please. Sure you will win, but the victory will be hollow and meaningless.
