Due to certain skins that share a model having different placements, I can only assume this was a mistake and not intentional. Some skins appear to have the Syandana misaligned, causing it to clip at the top and stick way out at the bottom on Excalibur.
Skins with a normal looking alignment that I can personally verify are Umbra, Dex, Jade, Zato, Immortal, and Prisma.
Skins that have the backpack aligned very strangely are Proto, Default, Apex, Blade of the Lotus, Caduto, Corpra, Exaltation, Graxx, Ion, Ronin, Sentient Slayer, and Voidshell
