Login screen pegs GPU load to ~100% when you alt tab away from it

I typically monitor system thermals with SpeedFan and GPU-Z and noticed that when I log out and alt tab away from the login screen GPU load pegs at 100 til throttled

1060 6gb EVGA, thermals go up to 65C when they never get above 48 with GTA V on max settings so something is terribly wrong here

when you alt tab out of the games login it is not supposed to result in max load to the GPU but it happens every time.

alt tab into the login screen GPU load drops back to 20% alt tab away from login and 99% load

This might be part of the issue with a-lot of us having freezing issues/crashes with the Launcher and in game.  I've been able to be in a party since the Revenant Patch came out.  Game freezes non stop and drops me from parties, and launcher crashes after being open for more than 15 seconds.
