Fps issue

Hi everyone, I have serious issues with fps and freezes for several seconds, but i can't explain them. I'm currently playing at 800x600, all settings on low and dynamic resolution on 50% for only 30 fps in fights (if i'm lucky). I know that i can't expect too much from my configuration, but i think this isn't normal, even because it exceeds the minimum system requirements. Pradoxally, I had better performance before the hardware upgrade (I had an Intel 2 duo E8600 and a nvidia 9600 GT).

My config:

• CPU: Intel 2 quad q9400
• Motherboard: asus p5qld pro
• GPU: hd radeon 7790 2GB
• RAM: 4x2GB DDR2 666mhz
• OS: win10

Can anybody help me to solve this problem please?

P.S.

I saw two tools that would improve my performance (HiAlgo Boost/HiAlgo Switch), but i don't know if using them is legit or not, so i'm waiting an answer about that from the support.
