Mouse Acceleration Instability

Hello,

As of the Chroma Update (23.9.0) I have been experiencing a mouse acceleration bug. 

Description: 

My mouse semi randomly slows down, making it very hard to navigate menu's including The Arsenal, Galaxy Map, Foundry etc. When drawing a circle, the first revolution is as expected, but the second becomes an Internal Tangent Circle due to the deceleration.

When it occurs:
 

Every time I play, randomly after missions then persists until I close the game. (Very rarely it requires a PC restart)
In 3440x1440 full screen.
It is irrelevant of what Warframe I am using
It dose not seem to occur in mission, or if it has, it hasn't been noticeable
60fps capped
FOV 78
V-Sync off

Look Sensitivity 90
Aim Sensitivity 33
Scoped 23

6400 DPI Mouse
Mouse acceleration is off in Windows
Sensitivity is Max

Attempted Fixes:
Changed Mouse DPI, USB port, Turning on mouse acceleration, fiddling with warframe settings (sensitivity, fps dropping quality)

Other Notes:
When ALT tab'd the issue dose not occur in other windows.
When Shift Tab'd in steam overlay the issue dose not persist.
The issue is not experienced in: PubG, Diablo 3, FTL, lol, Fallout NV and other software.
