near the red room there is a sign with "Cargo-Room 0" write on it. If you remember we have to find the last shipment, a shipment have a cargo on it

The game hasn't received any hotfixes or updates related to this at all in the past week. And I don't think they'll have planned this too much 😛

The clear close-up tag pic and the blurry one both seem to be a roman numeral 1 on an inverted field.

That's the only thing different between them. That they are on opposite sides. What could that mean? Is there something behind the symbol/letter/number? Something in that direction?

It doesn't necessarily mean they're nothing even if it's a repeated character, because the location within the overall image is different. The close-up from Philly is in the bottom right corner and the one from the wall is in the bottom left. We'll need all 5 before we can be sure it's nothing.

Maybe this helps a bit:

It ought to be one of the first telegraphed messages between Moscow and Washington

" The first message sent on the Moscow–Washington hotline on August 30, 1963, was the test phrase "THE QUICK BROWN FOX JUMPED OVER THE LAZY DOG'S BACK 1234567890".[7] Later, during testing, the Russian translators sent a message asking their American counterparts, "What does it mean when your people say 'The quick brown fox jumped over the lazy dog?' "
