Grineer Galleon Kuva Siphons are bugged sometimes

Sometimes in the Grineer Galleon tileset, when you approach the tile where the siphon is supposed to spawn, it instead spawns to some random room close to your spawn point. In a location where siphons aren't supposed to spawn.

The incorrect location leads to no kuva clouds spawning at all and the mission has to be aborted.

Here's an example of the siphon appearing in the room where I spawned at the start of a mission, which isn't an eligible siphon spawn location. However it didn't do it until I was over a kilometer away. No kuva clouds appeared at any point.
