As to the topic on hand; While wheels are powerful tools in early technology, It is fairly obvious the only use of anything spinning is decorative in the Orokin Empire. Pretty much the same goes for every other planet... If you're terraforming or mining and stuff, you don't want wheels, and after you've built infrastructure, there is no point in switching to wheels.
