Those who have completed X arbitrations (perhaps buying a key(s) from the hexis vendor), add another slate of alerts on the star chart.

These involve high level enemies, perhaps with a dash of derilict key modifiers (add drop rate or xp or something for it) (and or buffs) and a couple mini bosses (ie like a capture mission) that are fun to tangle with like the hyena pack or tyl and a bevie manics or a pack of juggernauts with a couple ancients of various thrown in.

You could even throw it into ESO as a new mode.

Let people build up standing with these missions and buy kuva or endo or perhaps the odd rare mod (rotating vendor offerings per week or so).
