PS4 Excavation spawning problems for low lvls

On the Excavation missions, I have been experiencing times where literally no mobs would spawn at certain spots and I would have to completely go back like 100-200m just to find enemies and just one or two fuel cells. I don't know if this is a bug or just a glitch but It's happened several times. And the rate at which the ones actually carrying cells at certain sites is way higher than others.
