Enemies won't spawn on defend the drone missions

I was playing with a friend, we were completing contracts in Fortuna, and when we had to hack and protect the drone from the reinforcements no enemies would spawn. This happened twice on two different contracts (I don't remember the contracts' names, I'm sorry), once the drone spawned inside a cave that was empty and no reinforcements would come to attack it, and the second time the drone was on a corpus camp that was empty. In both cases we had to leave one person with the drone and the other person would attract enemies from somewhere else and bring them to the area, hoping the corpus would place a reinforcement beacon and call in more reinforcements so we could complete the mission.

4 years later, I'm still having this exact same issue. DE needs to fix some of their S#&$.
