There is no reason he shouldn't be able to do this currently. either super buff the 1's damage so there's a reason to not be able to use it with guns or melee.

I'd personally super buff the 1 instead, as it's kind of a weapon in its own right: what one would want from Spectral Scream is that awesome dragon breath you see in movies that unleashes cataclysmic destruction in its wake, but what you get in practice is a continuous stream of gassy vomit that mildly inconveniences your enemies at best. The base damage needs to be significantly higher and should also likely benefit from Vex Armor's damage buff, and the status chance should be 100%. The cone should also likely be wider, or expand in width as well as length with Power Range.
