Exalted Blade and Melee Phase 1 Weapon Lock-out bug

When I'm using exalted blade there are moments where if I interact with something or if I run out of energy while the blade is out that I am locked out of using ANY weapons at all.  My warframe runs around with his arms at his sides seemingly in a locked animation and it often takes 10 to 15 seconds before the game suddenly allows a weapon swap.  I try not to let my energy run out but it will still happen from time to time if I have the exalted melee active and I capture a target, or interact with something like a life support module.

 

This has been going on for at least 3 weeks and each hotfix doesn't seem to even address it.
