Oh I found it, after searching for 5 minutes...

 

Thank god, because I was screwed returning to the game during week 3, not knowing it was going to utterly vanish, and only getting everything done from week 4 oneward.

I've also only seen wolf twice since. So his spawn rate is more akin to .05% to me. I see fugitives once every 10 missions, and since week 4 I have only seen Wolf TWICE.
