Other factors for Wolf Spawn other than RNG of 4% and 6%?

Based on the information given, the Wolf is supposed to have a 4-6% chance of spawning in.  However I have ran Hydron over 20 times with a full group and he has not spawned in.  My friend had him spawn in Twice in a row.  Does prestige nightwave level, MR lvl, weapon lvl or other factors influence the spawn rate?  It feels like three weeks ago when I ran missions 8 hours straight and he never showed up.

Wolf spawn is random, either 4% or 6% (as of the last word we've gotten on this from DE).  Prestige or NW standing has no effect on it.  Lots of people report that having under-powered gear helps, but there's no evidence to support that.

This isn't a bug, however.
