Don't know if it's been fixed but there was an issue in the past that prevented rebinds from sticking if you used KBM to change binds. Link to comment Share on other sites More sharing options...

Steam's big picture mode, something i literally never use, some where along the line activated Xbox Controller Support, and was directly overriding any controls I tried to change with a default saved pest it creates on a game by game basis.
