I realized that Wukong's Cloud Walker ability is slowed to 25% speed when he has a Hobbled Dragon Key equipped. It's the only movement ability I know of that is affected this way so I'm assuming it's a bug. Edit: I also found out that Cloud Walker is also affected by Extreme Cold conditions from a sortie, making it much slower.
