Huge FPS drops and lag every few minutes

My game will drop down from around 100-120fps to 30ish every minute to every few minutes and also my game will run a bit sluggish, as in my cross hair will more glide across my screen instead of sliding with where I'm pointing with my mouse. It happens most often while I am in either the pains or the orb but I'm not sure what is causing this issue, any help would be appreciated.

Same thing here . In fact not evey few minutes . It happens every 20 seconds or so . On medium i am getting about 60 fps . It drops to 18 for 5 seconds every 20 seconds . I tried lowering down all my settings and i am getting now 120 fps . But the fluctuations are still happening . It didnt do this like weeks ago i just stopped playing and came back to this

I have tried optimizing and verifying the game . Nothing worked

Here are my specs:

Gefroce GT 920m

Intel i5 5200u

4gm ram 1600mhz

I know my specs are low end . But it didnt do this before .
