Random FPS drops from 120 to 60 depending

Just wanted to drop in and let the fine people's know that during anything that has a menu screen ie- Foundry, mods, arsenal etc. My fps instantly drops from 120 to 60. It wouldn't be to concerning. But it mimics that of Vsync being switched on . Just as soon as I leave said menus, the Fps jumps back up to 120.  Gpu usage remains the same throughout. Only does it get above 48% is during Plague Star Mustard Lephantis fight lol, but that's something different. 

RTX2080-9900k-@ 1440p-120hz GSYNC. Tested all factory clocks on Cpu&GPU, Gsync on and off, and with my normal OC on the 9900k and curve on the 2080.
