Scanning railjack enemies (in space) not registering in codex

The issue i'm having is that i'm trying to scan all the new railjack enemies to see the drop tables for specific avionics. I am able to scan them in mission. I scan enough of them that they are green (completed entry) and then i go into my codex after the mission and the entry is still locked. I then go back in the mission and the enemies are orange again (incomplete entry).

I have tried scanning different units on different planets (earth and saturn), along with static grineer turrets. No progress seems to carry over. I have tried being host, being a guest, going solo, relogging etc. Nothing seems to work.

I have seen other peoples posts about being able to scan enemies successfully. i'm using my codex scanner, i have not tried astral autopsy which would be the next step (yet infuriating). If i'm doing something wrong, please let me know.
