Poor Performance Post Update

Hi! Player since 2016.  Been playing on the same laptop since then, using Intel HD 620 Integrated Graphics.  Before the most recent update, I could play the game at 1920 x 1080 Resolution and nearly all other effects set to low at a reasonable frame rate of 25 FPS.  However, having downloaded this update, my performance has absolutely tanked.  Even at the lowest resolution of 800 x 600, I can't play the game without incredible lag, and the frames constantly freezing and jumping.  This is a brand new problem to this update, so I doubt the problem is my PC, which is optimized, and can run things like Skyrim, or Fallout 4 at similar 25-30 FPS rates.

Anyone else having this very annoying issue with performance grinding their enjoyment to a halt?  Any word on a fix or a patch?
