Choppy gameplay and long login time

As the title says i got these issues out of nowhere ever since yesterday. When i login it takes about 2 minutes and then it's all hell.

The UI, menus, camera, cursor and the game is all choppy. I have to click on something three times for it to register and i can barely even move around.  My pc is not that modern but it does run the game at a constant 30-40 fps with medium graphics, that's how i've played over 1k hours so it's definitely not hardware problem. I haven't really tried anything to fix it exepct reinstalling it, and for some other reason the "verify integrity of game files" button is just grayed out.
