Hello, I need help with access to ports 4950, 4955.

Hello everybody. 

Today I ran into a problem that, in my opinion, haunted many people.
This is a problem with the firewall and its access to ports 4950, 4955. I tried to use many options, in my opinion, there are no correct solutions to the problem. And she has not recovered. 

What is the essence of the problem? When I entered the game, everything was fine, but when I clicked on the friend's list or the communication button, I noticed that there were no friends or clan members on the network. No one else can invite me to the team. The dojo or Cetus is empty.

So, for starters, I will talk about a solution with a firewall. I allowed the protocols access to the ports, but the error did not disappear.

I also tried to reinstall the game from Steam to the launcher and 
conversely, but to no avail.

Therefore, I appeal to developers or people who are familiar with this problem and know an alternative solution.

I have a similar problem. I can join people and the game seems to work correctly, but it says "All systems nominal, no UPnP or NAT-PMP detected." 
Have you tried enabling DMZ server on your router? Set it to your PC's IPv4 address.
