Dual Toxocyst ability not functioning

Basically anytime you aren't the host and are unfortunate enough to have equipped these, the ability will never proc on head shots making these pretty sad to use. I've played around with it, but not hosting is the only time it happens. Works fine on solo

Can confirm, i decided to dust off my Dual Toxocyst today and have been experiencing this.
