Built the archwing segment and I can't build the archwing launcher

So I decided it was about time to move onto the big archwing launcher since the k-drive was bugging out and also slow. I made the segment and I watched the animation of me putting it in the foundry just to go on my foundry and realize I cant build the archwing launcher??????? I restart the game and nothing and I don't want to waste more materials on another segment because I am afraid it won't work. My issue is that I build the segment and It still says I need the segment to build the launcher which was already built. Yes I have the right materials needed for the launcher so that isn't a problem. Is this a bug or am I missing something on my end. I completed the archwing quest and I am mr 9 so I see no reason why I can't craft the launcher. Please someone help me out because I was looking forward to faster progression through the open lands and now that seems like only a fever dream.
