Frame Drops

So i am having these frame drops like the game blocks for 1 second once 4-5 seconds ( and the game freezes for 3-4 seconds when entering arsenal and mods ), and i have to wait like 2-3 when entering fortuna and plains of eidolon in order to be playable. And i don't have the worst pc, 2 years ago i remember i was playing on the same pc but a weaker graphics card and i wasn't getting any frame drops at all, just lower fps.
Please help me, i've seen someone with rtx 2080 and i9 9900k having same problems.
specs:
I5 3470 3.2ghz
amd radeon rx 470 8gb
8gb ram
1tb hdd
240ssd ( i've installed the game in ssd, same issue )
550W power supply.
The temperatures are decent, getting like 55 degrees on gpu while playing for 1-2 hours. And the cpu is staying on maximum 60 degrees. I've reinstalled my windows still nothing, i have tried every gaming performance settings available on youtube and google. Still nothing. I am even playing gta 5 and other, like metro exodus, call of duty modern warfare (2019) and i don't have any frame drops.
My warframe video settings are medium to high and 1920x1080 resolution
