Limbo Bugged with replacing Banish

I am not sure if this is intended but it feels like a bug to me
 

I decided to replace my Limbo's Banish ability with the Helminth's Empowered ability, mainly because I don't use the Banish ability and extra Power Strength on Rift Surge Augment is nice, but as I've noticed the surged enemies that leave the rift via Cataclysm get rebanished as if affected by Banish as it should be and so a timer shows up over the Empowered ability (used to be Banish), but if I cataclysm them again and turn it off they stay banished unable to leave the rift because Banish no longer exists on my frame's config until the "Banish" timer expires.
