Golden Instinct not working in fortuna on the memory fragments

So i just added the helminth ability golden instinct to my limbo so i could go find memory fragments on Orb Vallis.

i kept getting the message area barren.

my ability range is 280% for a 560m total radius for golden instinct

my friend joined me and showed me where some were. i used my ability within range and the ability didnt fire just kept getting area barren. 

went down to the fragment physically scanned it

 got 3 total fragments activating at all ranges within 560m and the ability didnt work once.

Did it work for the PoE fish statues? If not, could be because of the open world aspect of those areas.
