You can install one, but as soon as you start equipping any mods beyond 30 points, the installed mods cease to function. So the weapon is effectively unmodded stats when it is fully loaded with maxed out mods. This has been happening to me for many months now, I kept expecting it to get fixed but it has not. I currently have two completely wasted Catalyst and my two favorite pet weapons are broken, so I would appreciate some attention to this.
