shuffling the "active relays is cool and all but

What about improving the associated missions so that we can actually play them?

the balor fomorian event is ok as is, but with the player numbers it cant really ever succeed. I'd suggest that the event gets more difficult (for example +50% total hp) each time its completed successfully so that it will eventually be able to destroy a relay. this opens up the option to repair it trough the other event, so people who missed out on it years ago can go trough it aswell. an unsuccessfull fomorian defense would obviously reset its difficulty back to baselevel again.

this would also go nicely with the planned relay rebuilding event you guys wanted to do at some point.
