Make cloak choice a global setting and use it for everything (e.g. Cloudwalker augment)

Firstly, thank you for making our invisible frames look great again!

My suggestion is to change the new invisibility from a per-frame option, to a single setting that would apply to every instance of invisibility in the game.

I was playing my beautiful Protea, and a teammate Wukong had that Cloudwalker that makes others invisible. Poof, my frame was fully transparent.
