Flickering UI after update - PC - RE: Devstream response @steve - second user affected

Hi, I also have the same issue that another player reported on the devstream here: https://www.twitch.tv/videos/2181468368 11:55 or so.

The menu flickers/fades every couple seconds, its by no means unplayable just wierd.

I have an ancient PC: Windows 7, DX11, HD 5850 radeon. Yes, thats over a decade old.

At an educated guess, its likely on the warframe/renderer side.  I thought it was due to my old hardware, but given that it affects a player with new hardware, that might point at the root cause!

All I did post jade shadows was patch and play.  No hardware changes.  I forget if I rebuilt shaders or not, will have to check next time I play.
