Operator Chatter Resets Upon Clearing Lotus Eaters

Hi, I've had the option disabled for years, ever since I first got my operator, because frankly they're too frequent which makes them incredibly annoying. I also just flat-out don't like how often the character meant to represent "me" in the Warframe universe talks.

However, for some reason, clearing the new quest, Lotus Eaters, re-enabled the option. It caught me by surprise, because prior to completing the quest it was absolute radio silence as expected, but upon booting up Sedna Hydron the first time after clearing the quest, my operator started talking! I had to desperately google how to re-disable it, because I severely do not want this.
