Saya’s Vigil not triggering

Hello,

Saya’s Vigil is not triggering after I speak with Saya. I am not in a squad. I speak with Kunzo as the quest prompts me to. Then I go speak with Saya. Then in the top left of my screen I get the quest name “Saya’s Vigil” and below that next to the waypoint “Enter the Plains”. Every time I go to the plains it puts me into a multiplayer free roam instance and the quest goes away. Then if I go back into Cetus it starts the whole thing over again. 
 

As I said before I am not in a squad nor have I been any of the times I’ve tried to start the quest or even the first time I went to Cetus. I see Taylor’s responses to other players suggesting that, but that is not my problem. Please help.

Well I was able to get the quest to trigger this morning. I went to the upper left of my screen in my orbiter and made sure I was set to solo mode before going to Cetus and speaking with Kunzo. Then I spoke with Saya. When I went to the plains this time the quest triggered as Lotus began to speak. 
 

Not sure if it was me doing something different or a bug fixing itself 🤷‍♂️

I did not realize there was a tab in the menu to switch between public, friends only, invite only, and solo, but I’m assuming me switching to solo is what made the quest work.
