When collecting 10/10 reactants, the HUD will show as such but no reactant buff nor the ability to select a reward will be available to you. The relic is not consumed. This is speculation but it may happens when the mission is about to end or when the host connection is laggy. Some fellow Tennos I exchanged with also had this bug.
