Melee affliction doesn't work on overshields with Azothane's heavy attack

My Nikana Prime and Okina Prime work absolutely fine on enemy overshields, giving 7 and 14 bleed procs, respectively. When I use my Azothane, it works on enemies without overshields, but when they do have it there is only 1 proc.
